NSER vs PSER: What Is the Difference? (Pakistan)

Last updated: October 11, 2026

If you follow government programs in Pakistan, you will often hear two names: NSER and PSER. They sound similar, and many people think they are the same thing. They are not. This guide explains the difference in simple language, using the official pages we could open.

Please note: Rules, centers and procedures can change. Before you act, confirm the current information on the official websites: bisp.gov.pk for NSER and pser.punjab.gov.pk for PSER.

From the author: I wrote this guide to explain the two registries in simple words. I am not a government office, so for your own case please contact the official channels. If something here is out of date, email info@earnexperthub.com

The Short Answer

  • NSER is the National Socio-Economic Registry. It is a national registry run by the Benazir Income Support Programme (BISP).
  • PSER is the Punjab Socio-Economic Registry. It is a registry for households in the province of Punjab, run through the Punjab government.
  • Both are registries of household information. Neither one is itself a cash payment.

What Is NSER?

According to the official BISP page, NSER is a data repository that holds information on the socio-economic status of surveyed households. It was established in 2011, and the page says it is moving toward a dynamic registry, which means information can be updated over time instead of only in a one-time survey.

The BISP page says NSER data is used for targeting beneficiaries for various conditional and unconditional programs, so that benefits can be given to households in an objective way.

How NSER Information Is Collected and Updated

  • The first round visited households door to door.
  • A later update used computer-assisted interviews, with most fieldwork between 2019 and 2021.
  • With the dynamic registry, registration happens at tehsil-level registration centers, and records are checked against NADRA data.
  • BISP’s page says that updates to a household roster (for example births, deaths, marital status or disability) can be made through registration desks and an Android app.
  • BISP lists a helpline, 0800-26477. Please confirm it on the official website before you call.

What Is PSER?

PSER is the Punjab government’s household registry. The Punjab Planning and Development Board has announced a prosperity survey across the province, and says households should register to be able to benefit from various government facilities. You can take part by visiting a PSER center (the announcement mentions 5,000 centers), registering on the official website, or scanning the official QR code. Do I Need Both?

This depends on which program you want to apply for, because each program decides which registry it uses. We could not find an official statement that explains how the two registries relate to each other, so we do not make any claim about that. The best way to know is to read the rules of the specific program, or to ask at an official center.

Common Confusion to Avoid

Four safe habits before acting on a government registry
  • Registration is not a payment. Being in a registry does not mean you will automatically receive money.
  • Do not pay anyone to “register you” or to “improve your score”. We saw no official fee in the pages we read.
  • Do not share your OTP or PIN with anyone, even if they say they are from a government office.
  • Use only official websites and centers. Fake websites often copy the look of real ones.
